The Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) Alicia Bárcena on Tuesday proposed five policies so as to overcome the three structural crises (economic, social and environmental) that are currently affecting the region.
These medium and long-term policies are the progressive taxation; new welfare and social protection regime; industrial and technological development, as well as regional integration and renewed multilateralism, Bárcena pointed out as he presented ECLAC’s position paper on present situation in the region.
Regarding the report prepared by ECLAC´s specialists entitled ¨Building a new future: a transformation recovery with equality and sustainability¨, Bárcena highlighted the role of the State in setting up public policies and building up consensus, because -he said- the region really needs to recover politics as instrument of change.
‘We call for pacts to lay the foundations of a welfare state. We are presenting a document for action, a realistic and necessary document for the reality both Latin America and the Caribbean are currently dealing with,’ she said.
Alicia Bárcena also highlighted the existence of seven dynamic sectors with a strategic role in closing the three structural crisis (economic, social and environmental), since these promote technical change, create jobs and reduce external restrictions and the environmental footprint.
