Following the assassination of President Jovenel Moïse on July 7 in his residence, the Council of Ministers decided to organize a national funeral, with the respect, solemnity and dignity attached to his rank of Head of State. To this end, an Order was published in Official Journal Special #38 establishing a Committee to organize the national funeral of the President of the Republic.
Text of the Order :
“Having regard to the Constitution, in particular its article 149;
Considering the Decree of March 11, 2020 setting the rules relating to public ceremonies, precedence, civil and military honors;
Considering the assassination of the President of the Republic, His Excellency Mr. Jovenel Moïse, in his private residence, at Pèlerin 5, on July 7, 2021;
Considering that it is necessary to organize the national funeral of the President of the Republic, His Excellency Mr. Jovenel MOISE, with the respect, solemnity and dignity attached to his rank of Head of State;
Considering that it is appropriate, for this purpose, to create a Committee responsible for organizing the national funeral of the President of the Republic, His Excellency Mr. Jovenel Moïse;
Considering that in the event of vacancy of the Presidency of the Republic either by resignation, dismissal, death or in the event of permanent physical or mental incapacity duly noted, the Council of Ministers, under the chairmanship of the Prime Minister, exercises the Executive Power until the election of another President;
On the report of the Minister of Foreign Affairs and Worship;
ORDERED
Article 1.- A Committee for the organization of the national funeral of the President of the Republic, His Excellency Mr. Jovenel Moïse is created.
Article 2.- The mission of the Committee is to organize the national funeral of the President of the Republic, His Excellency Jovenel MOÏSE, with the respect, solemnity and dignity attached to his rank of Head of State.
Article 3.- The Committee is composed of:
1) the Minister of Foreign Affairs and Worship;
2) the Minister of Culture and Communication;
3) the Minister of the Interior and Territorial Communities;
4) the Minister of Defense;
5) the Director of the Office of the President of the Republic;
6) the Secretary General of the Presidency;
7) the Director General of the Haitian National Pantheon Museum.
Article 4.-
The Committee takes all necessary measures for its proper functioning and the achievement of its mission.
Article 5.-
The Committee fulfills its mission in accordance with the instructions of the Council of Ministers.
Article 6.-
The institutions of the national public administration provide the Committee with all the necessary collaboration within the framework of the accomplishment of its mission.
Article 7.-
The State places at the disposal of the Committee all the means necessary for the accomplishment of its mission in compliance with the Laws of the Republic.
Article 8.-
A copy of this Order will be given to each of the interested parties.
